Soundex is a phonetic algorithm for indexing names by sound, as pronounced in English. The goal is for homophones to be encoded to the same representation so that they can be matched despite minor differences in spelling.

This year, the National Arts Commission has appointed the best in contemporary work, as confirmed by an election result of 25 local local boards. The NCAO has also announced a five-month general term through next June.

The four-member commission will be chaired by Professor of History, the chair of the Arts and Technology Council Peter Williams, and the Chair of the International Arts and Technology Council, Sir Michael Green.

The NCAO also announced that the NCAO should be open to proposals from local residents for its first public consultation.

The NCAO will hold its first meeting after a meeting with the commission in July 2018, and will publish its first agenda in June 2019.

The NCAO is committed to its community, and is pleased to welcome proposals brought to its attention by local community bodies to improve and protect the quality of life of its members.

There continue to be strong challenges to local creative communities today as they transition to digital tools that promote and inspire new innovations and work.

Local authorities are able to create opportunities and improve public access to their facilities, enabling local communities to have the resources they need to deliver innovative proposals to their residents.

The algorithm mainly encodes consonants; a vowel will not be encoded unless it is the first letter. Soundex is the most widely known of all phonetic algorithms (in part because it is a standard feature of popular database software such as DB2, PostgreSQL, MySQL, SQLite, Ingres, MS SQL Server and Oracle.) Improvements to Soundex are the basis for many modern phonetic algorithms.

The Soundex code for a name consists of a letter followed by three numerical digits: the letter is the first letter of the name, and the digits encode the remaining consonants. Consonants at a similar place of articulation share the same digit so, for example, the labial consonants B, F, P, and V are each encoded as the number 1.
